The Issa Traditional Council has accused the Member of Parliament for Daffiama-Bussie-Issa District, Hon. Sabastien Sandaare, of influencing the relocation of a Ghana Education Service (GES) Educational Office Complex and bungalow from the district capital, Issa, to Daffiama.
Speaking at a press conference on March 11, 2026, on behalf of the Chiefs and people of the Issa Traditional Area, Naa Bismarck Bietuari voiced strong outrage over what he termed an unlawful decision by the Upper West Regional Coordinating Council to divert the project from its originally designated location.
The council further alleged that the relocation was influenced by the Member of Parliament for the area, Peter Lanchene Toobu, and demanded an immediate reversal of the decision.
According to him, tender documents publicly advertised for the project clearly designated Issa as the construction site.

The chiefs argued that the relocation violates the Local Governance Act 2016 (Act 936), which requires key administrative offices to be located at district capitals to ensure effective governance and service delivery.
They further warned that the decision could create unnecessary tension between the communities of Issa and Daffiama, which have coexisted peacefully for decades.
The council has therefore called on the President, the Regional Minister, and the Ghana Education Trust Fund to intervene and reverse the decision while demanding transparency regarding the alleged change in the project’s location.
The District Chief Executive (DCE) for Daffiama-Bussie-Issa District, James Wor, called for calm and unity in the wake of a petition submitted by the Issa Traditional Council over the alleged relocation of a Ghana Education Service (GES) office complex and bungalow from Issa to Daffiama.
Speaking after receiving the petition, Mr. Wor described the situation as a “very sad day” for him personally, emphasizing that the communities of Issa and Daffiama are one people and that the issue of relocating the office should not divide them.
The DCE assured that the petition would be processed immediately and forwarded to the Regional Minister for further consideration.
“We will have a date for engagement, but for now, let us be calm and allow cooler heads to prevail,” he said.
